A naval unit from headquarters arrived in Mary Geoise and, guided by CP0 agents directly under the World Government, arrived at a building in Mary Geoise.

This place is home to the five most prestigious Celestial Dragons, the five Celestial Dragons who hold the highest public power in the One Piece world—the Five Elders.

They are in charge of five powers in the world: finance, scientific defense, agriculture, environment, and law.

A CP0 agent respectfully called out the names of the five elders in the room, placed a box in front of these five most esteemed Celestial Dragons, and left the room.
