"Okay, Harvey, you answer this."
"The fire elemental magic we usually release is not created out of thin air. The reason we can release fire elemental magic is because we construct a magic circle and use the magic circle to operate the magic power we release in a specific way, thereby generating fire element."

The third reason is that even with this magical element and the right environment, fire still cannot be generated. We are still missing a very important condition: temperature.
