Chapter 54 How Serious is the Problem?
"Phil Coulson, Strategic Homeland Defense, Attack and Logistics Agency, here to investigate the theft of Osborne Technologies. Thank you."

A man with a receding hairline and a friendly smile, accompanied by a young-looking girl, arrived at the reception desk of the Osborn Technology Building and presented his identification. The receptionist, after glancing at the identification, wasn't entirely sure what this organization, abbreviated as S.H.I.E.L.D., was. After asking Coulson, he made a phone call to his supervisor.

Coulson, hands in his pockets, surveyed the modern design of the Osborn Technology Hall, while simultaneously instructing Cindy, who had pulled her hood down and buried her face, "Your transfer paperwork is complete. You can transfer to Midtown High School next week. From now on, you'll be in direct contact with Director Fury; I won't be handling that anymore. This also means your training at S.H.I.E.L.D. is finally over."

Cindy finally raised her head and looked at Coulson.

"And you, Agent Coulson?"

"Me? I have a new mission, leading a new squad on a new mission. Thank you for being with me while I was recovering. You've always been a rather introverted person. Take good care of yourself."

Cindy nodded and said nothing more. They watched as Norman Osborn walked over and extended his hand very warmly to Coulson.

“Welcome, Agent Coulson, I’ve heard so much about you.” Norman maintained his warm smile and firmly grasped Coulson’s hand. “I am very grateful for S.H.I.E.L.D.’s concern about the theft of our company’s property, but unfortunately, it involves a great deal of classified information that I cannot disclose to you.”

“We have evidence that the theft of Osborne Technologies could very well threaten public safety, and that is our responsibility.”

Norman's expression turned amused.

Most people are unaware of S.H.I.E.L.D.'s existence. Even after the Battle of New York, when some became aware of it, they still didn't understand its purpose. There are several easily misunderstood aspects of S.H.I.E.L.D., one of which is that it is an American agency.

Actually, no. S.H.I.E.L.D. is more accurately described as an "international organization controlled by the United States." Its predecessor, the "Scientific Strategic Corps," was jointly established by the Western Allied forces. Currently, S.H.I.E.L.D. is directly led by the United Nations' World Security Council, not the US President. The United States can be said to control S.H.I.E.L.D., but it cannot be said that S.H.I.E.L.D. belongs to the United States.

So what's the difference?

The difference is that some US secrets are not open to S.H.I.E.L.D. For example, the US military's "Barbaric Force" program is not open to S.H.I.E.L.D., but this program happens to involve Hydra, so Fury has to find someone to investigate it.

"A significant portion of the stolen items involve classified U.S. military programs, and in accordance with our contract with the U.S. military, we are not authorized to disclose any related information."

"It doesn't matter. We just need to look at the parts that are visible."

Coulson maintained his smile as always, then introduced Cindy behind him to Osborn: "This is our new SHIELD agent, Agent Spider-Silk."

Spider silk?

Osborne looked at Cindy with a thoughtful expression.

"Of course, we welcome you."

Nevertheless, Osborne personally led them, deliberately avoiding Jonathan Drew's laboratory, to another location to show them the storage room with the artificial metal leather.

"They said it was for Bronsky. General Ross always thought 'Abomination' was more stable than Bruce Banner."

Osborn looked at the metal skin with a missing corner and was filled with emotion, then changed the subject: "I heard that S.H.I.E.L.D. has organized a special team of superpowered individuals. Is Bronsky one of your considerations?"

"I'm sorry, I don't have that kind of authority and I don't know any relevant information."

“That’s a real shame.” Norman feigned regret, but in reality, he had been eyeing the S.H.I.E.L.D. agent known as Spider Silk ever since he came in.

Even he and Tony Stark could figure out who Spider-Man was, so why couldn't S.H.I.E.L.D.? Then why hadn't these guys, who were obsessed with superpowered individuals, recruited Spider-Man? Considering the Spider-Web agent now standing before him, everything became clear. S.H.I.E.L.D. already had its own Spider-Man; it wasn't just Peter Parker and the Spiders who were chosen that day, but now there was a third.

This was definitely Coulson's way of testing me, and also an attempt to use her to probe my limits...

Norman laughed. It was impossible to reveal the true progress of Project Savage Force, but he could glean some information about it. It would be even better if he could arrange for this Spider Silk agent to undergo testing and a medical examination at Osborn Technology.

"The remaining stolen products are classified military information. Of course, I believe S.H.I.E.L.D. is not completely unaware—Osborn Technologies had already begun to take charge of replicating and developing the Super Serum. Stark once contracted to produce a replica of the Erkins Serum, while we were responsible for another one."

After leaving the lab, Norman invited the two to his office, and they sat down for a casual chat. Cindy sat to one side, looking out the window.

It was Thursday afternoon, and according to the schedule, Midtown Middle School should have already let out. Spider-Man was wandering around—she could sense Peter Parker's changing location at any moment. In fact, it wasn't just his location that changed; she could also sense his physical condition. When Spider-Man lifted the overpass and was impaled by high-voltage electricity, Cindy could feel his physical condition rapidly declining.

This has become a way for her to pass the time during her training at S.H.I.E.L.D., using this perception to record Spider-Man's movements, the timing of his battles, and the routines of his daily life.

She listened to Osborne and Colson's conversation in a daze.

“If S.H.I.E.L.D. were useful, you would have caught Stryker and his Weapon X project long ago.” Osborn smiled slightly, but Coulson frowned, tilting his head and asking, “Mr. Norman, you mean Stryker’s Weapon X project and the projects contracted by Osborn Technologies…”

“I never said that, but Weapon X, well. I mean, oh, I should say, you should think about what X means.” Norman stood up and extended his hand to Coulson. “When you’ve thought it through, we can continue our conversation.”

After seeing Coulson get up, Cindy followed him. The two went into the stairwell, turned off all communication devices as required, and made sure no one was around. Only then did Coulson ponder Norman's words.

Cindy asked directly, "What does X represent?"

“Project X, a program that brainwashes and transforms mutants into weapons. Wolverine is the most famous test subject, the tenth product of Project X…” Coulson said, raising his wrist to look at the time markings. “X doesn’t represent the X gene of mutants; it’s a pun. X is a number, the Roman numeral 10. He wants you. If we want to know more about these super-soldier programs, we need to cooperate with him.”

After Coulson finished speaking, he laughed, but his laughter was filled with fear. For the first time, as an agent of S.H.I.E.L.D., he felt fear of the unknown.

"So, do we need to cooperate with him?"

“No need. He told us the most important thing.” Coulson’s smile froze as he thought about Fury’s hint: “There are at least ten Super Soldier programs.”

Hydra is secretly planning at least ten super-soldier projects.

 The Weapon Plus program, which began with the creation of Captain America, involved more than ten super-soldier programs under the umbrella of the "Weapon Plus" project, responsible for super-soldier research in various areas. The most famous achievements of this program were Captain America, Steve Rogers, and Wolverine, James Howlett.

  This book has made significant changes to the Weapon Plus project, incorporating the origins of heroes such as Spider-Man.
