Peter Parker is a bit out of sorts.
The reason was not only because the person he was looking for suddenly appeared in front of him, but also because he once again realized what it meant that "the plot you know is completely useless".
In the more well-known comic book universe, Silk's story is mainly related to the Spider-Verse. To put it briefly, to avoid being hunted down by the villain Morgen, Cindy was hidden in a facility for ten years before being released by Spider-Man after he learned of this.
This has absolutely nothing to do with Cindy Moon joining S.H.I.E.L.D. and becoming an agent of S.H.I.E.L.D. now.

Cindy had already sat in the corner, showing no reaction, but Nick Fury had no intention of letting him off the hook.
"Wow, you think you're so great, huh? You took down a locksmith, an internationally renowned assassin, and... a whole bunch of spiders in just half a month."
Peter hadn't realized he'd experienced so much in just half a month until Nick Fury told him, and even Nick Fury lost interest after he finished.

Peter now knew why Nick Fury had come.

This suggestion is actually quite good, really. S.H.I.E.L.D. can provide him with sufficient equipment support, backup guarantees, and a more flexible communication network than the Avengers. If it weren't for the fact that many things happening in this universe don't match up with the MCU universe, he would have really gone.
But now, unless Peter can rule out the possibility that S.H.I.E.L.D. hasn't been infiltrated by Hydra like in the movies, he can't possibly join S.H.I.E.L.D.
