Typhons was an ambitious man, willing to sacrifice his life for Nurgle. So he wanted to rebuild the Death Guard. There were two key points to rebuilding the legion: the first was to have people, and the second was to have equipment. However, these two points were not available in the Warp. So Typhons brought his fleet to the real universe.
He found a place, far from the Astronomican range, and seemingly devoid of any Webway nearby, at least Typhon hadn't found one. Typhon decided to build an industrial world there, producing their own food and clothing. The planet's infrastructure was decent, but it lacked people, so Typhon decided to recruit populations from the outer worlds of the Empire.
Typhon needed healthy people, so he absolutely put an end to the contamination of these people. After all, if they turned into Nurgle zombies, how could they work? There was a guy who spread the plague on a transport ship before being torn apart by Typhon in anger. His soul was then fed to the demons, and the remaining flesh turned into Chaos Spawn.
Furthermore, since this plane's boss didn't cast Chaos, and the demonic womb didn't appear, expanding the Chaos Space Marines was also problematic. To ensure viable gene-seed, the various evil gods didn't completely corrupt their legions. For example, Typhon's army consisted of only a small number of Plague Marines, their intestines exposed and bile leaking. The majority remained normal, simply to allow them to produce gene-seed.

"This guy? Hmm..." Typhus frowned, feeling very unhappy. The Reapers are a relatively independent Nurgle war gang, which means that Typhus has limited influence on them. It's not that Typhus doesn't have the ability to control the Reapers, but because although everyone is a Nurgle believer, their compatibility is somewhat incompatible.
Typhons and his ilk worship Nurgle's twisted vitality and disease. The Reapers and their warband, on the other hand, worship Nurgle's other side, that of death. If the Plague Marines are a twisted mass of rotten flesh, the Reapers and their warband are much cleaner. With a new coat of paint and the absence of certain anti-Chaos checks, they could easily pass themselves off as Space Marine loyalists. They worship death and the end.
