Balder's ideas were incredibly meticulous, a terrifyingly detailed and practical implementation beneath his wildly imaginative and audacious vision. Otherwise, he would have been long gone! The Emperor still didn't know how such a being managed to evade the Chaos Gods' pursuit during the Age of Chaos, or how he managed to return!
"He has planned everything. Believe me, if you threaten him and ban all his plans and not allow any Forge World to cooperate with him without giving you a reasonable explanation, he will definitely give you a satisfactory answer immediately." The Emperor said with a smile.
"What was his purpose? Why didn't he bring it up from the beginning?"
"First, he wants the plan to proceed according to his vision. If you present the real plan from the beginning, you will definitely bargain and make some demands that he is unwilling to accept. Second, this may be some kind of prank. You know, many smart people enjoy this."
"Alright, I'd like to see what this bastard does!" The Seal Master said angrily after hearing this, causing the Emperor to laugh again.
An hour later, after reading for a while and drinking two more cups, Balder asked his men to clear the table and continued his battle of wits and courage with the seal holder.
"Listen to me, kid! Put away your smugness. With me, I can agree or disagree without any reason. Debate and reasoning are useless to me! I'll make my own decisions." The Sigillite, having adjusted his mindset, assumed the aura of an Imperial Steward. This aura worried even the Emperor beside him. While things were fine now, the future...
"Uh... Did someone tell you something?" Balder frowned. Even though they were countless light years apart, he could smell a conspiracy.
"Hurry up and tell me, my time is limited." The seal holder said with a stern face.
"Have you decided to include Mars in the plan?" Bader asked first.
"No, at least not at first," the Sigillite replied decisively. "There are two reasons for this. The first is, of course, that the Emperor needs his own things. But that's not the most important thing. The most important thing is the stability of the entire Martian system."
"Mars' military can be divided into two types: space and ground. The space forces, needless to say, include various fleets. The ground forces are primarily composed of the Titan Legions and Skitarii. The Titans are the core of these forces, carrying glory and immense expectations. They are indispensable to the Mechanicus's military."
"And if one day, a new military force emerges and threatens to replace the Titans, then tell me, what will the Titan Legions and the people behind them think? Every Forge World has a Titan Legion. I know they sometimes cling to the old ways and have selfish motives. But the Empire needs stability. Some things cannot cause too much of a shock to the Empire's existing system."
Chapter 59 Cutting the cake
Malcador truly lived up to his title as the Imperial Seal; his overall perspective and skill were truly undeniable. Often, new things aren't invested in based on their effectiveness, but rather on their potential impact on the existing system. Governing a large nation is like cooking a small fish; take your time.
Even if there weren't any technical issues, mass-producing the Sky Surveyor would destroy the jobs of a whole bunch of Forge Worlds. What would happen to those who produce the old Void Fighters and the Titan Legions? It would be terrifying if people lost their livelihoods, especially when they have weapons and technology!
"Mars and other forging worlds can allow others to produce a small amount of fine products and enjoy high profits, but they are very wary of any behavior that cuts into their own cake. So, generally speaking, Mars will not be allowed to participate in this project at the beginning, and they will not participate either. After all, Mars needs to coordinate internal relations first." said the seal holder.
"If that's the case, I can be sure that the output of the Sky Surveyor will not be very high, even with your strong support and even with the help of other Forge Worlds." Balder thought for a moment and said.
"That's natural. The production is your problem. What I care about is the distribution. Your distribution method is definitely not acceptable." The seal holder said very straightforwardly.
"First of all, it's reasonable to meet the needs of the Sixth Legion and the Imperial Guard." Balder tried to continue reasoning with the Seal Holder.
The emperor looked at the situation with some worry in his heart. It was a good thing that Balder liked to reason with others. If one day he couldn't reason with others, and if he was in a bad mood, that would be too bad...
"Well, that makes sense."
"Secondly, allocate part of the remaining production to the Solar Auxiliary Army. After all, the Solar Army is an important part of the entire empire's armed forces, so it is reasonable to give them some." Bader said.
"Actually, the 16th Legion needs some as well," Malcador said, taking Horus's reaction into account. Hearing this, Balder frowned, his expression slightly off. The Emperor noticed this, and he had a vague feeling that Balder had some issues with Horus.
"I agree that all Primarch ships can be equipped with a certain number of Sky Patrollers," Balder thought for a long time before finally answering. After all, the Primarch's dignity must be maintained.
Although he was worried, he knew what was important. If he didn't agree to this, regardless of whether the Sigillite would support him, he was afraid that a group of Primarchs would express dissatisfaction with him, whether they were loyal or not.
But it is absolutely impossible to equip the Moon Wolves on a large scale.
"The remaining Sky Patrollers can be assigned to the Terra Defense Corps. Whoever garrisons Terra will be able to acquire large-scale equipment!" Bader proposed a distribution method that no one could explain.
As producers, it's reasonable for the Space Wolves to prioritize equipment. The Custodes go without saying. As the most powerful and loyal mortal troops following the Emperor, the Solar Auxilia deserve some Skywatchers. Well then, the final production should be left to the Terran Garrison, right? No one can say anything about this, right?
Besides, even if history changed, and all regiments were subject to betrayal, the Terran garrison couldn't possibly betray them, could it? Then what was the point? The Emperor had simply turned evil!
"I have also fought for some benefits for Dorne, but I don't know if this stone-headed man will remember my kindness in the future." Balder said in his heart.
In fact, Balder initially considered whether to leave some for DA as well. After all, everyone would fight Randan together in the future, and it might even be used to execute certain legions. Judging from the current financial resources of the Wolf Group, it would be DA that would truly hold the line.
But even without considering the potential for future conflict, Balder still rejected the plan to give it to the DA. The problem wasn't the lack of resources, but the inequality. Giving it to the Terran Garrison Legion wouldn't be a problem for anyone, but giving it to the Dark Angels and not to Horus was a bit unreasonable. So, simply give neither side a share. If the DA needed it, they could do business with the Wolves... Balder praised his own cleverness.
"My Lord, what do you think?" Faced with the distribution plan proposed by Balder, the Seal Master asked through psychic power.
"Let's do this for now." The emperor said after thinking for a moment.
"Alright." With the Emperor's approval, everything became easier. Both the Sigillite and Balder were very decisive and had a plan in place. They had already chosen which Forge Worlds, which personnel, and where to establish research and production bases. A dedicated person would be assigned to this task.
Half an hour later, the remote communication between the two parties ended.
"I thought you would fight for Horus." The Sigillite looked at the Emperor in surprise. "After all, you favor Horus so much."
"Favor doesn't mean there are no limits. I have other children." The Emperor recalled the books he had read and the things he had experienced. Horus was undoubtedly his favorite child, but Rus was also very good and was still growing. Furthermore, there was another being who was resurrecting, and the relationship between the two was very delicate.
"According to the plan, the entire project will be reverse-engineered and produced by the Space Wolves Legion, the Forge World of Acheron VIII, and our affiliated technicians. The production base has been selected, it is a planet called Seven, which is a recently recovered industrial world with good conditions in all aspects. It is a good transportation hub and industrial base." Malcador reported to the Emperor.
"Just do whatever you want. I've read the information sent by Balder. The construction of the Sky Surveyor will be very complicated and there will be no results in a short time." said the Emperor.
Before meeting Balder, the Emperor thought that he also had the side of a scientist and engineer, but after seeing Balder's memory fragments, the Emperor realized that there was a gap between himself and the real academic masters.
Balder, whose life was built on travel, was a professional scientist. The Emperor, more often than not, served as a warlord and ruler. Near the end of his memories, he seemed to witness Balder's involvement in the Yellow... It was precisely because of this that the Emperor was willing to restore Balder's former power. After all, if something truly went wrong, he would need his help to fix it.
With this finalized, Balder turned his attention to other matters. The landing on Orion II was about to begin. The Space Wolves began clearing the Ork hordes on the surface with their naval guns. Without a strong orbital defense, the fleet would have an absolute advantage. However, given that the Empire ultimately wanted to recapture the planet, not destroy it, and preserve its industry, decapitation and close combat were inevitable.
Chapter 60 Before departure
"My lord, it's time for you to put on your armor." A servant said to Balder.
"Okay." Balder nodded as he looked at the specially made Centurion Command Terminator armor in front of him. This armor was temporarily designed for himself. It increased communication and command capabilities, but it did not have many weapons installed. In his hand was a psychic-powered spear called the Wind Rider given to him by the Seal Master. It was said to be a creation from the Dark Ages that could enhance psychic power.
Balder felt the armor was merely passable. Russ had once kindly contacted the Mechanicum for Balder's assistance, but Balder had declined. He felt the armor and weapons that truly belonged to him would arrive in due time. This armor served as a transitional tool. The Wind Rider in his hand was more like a gift from a teacher to his student. Balder respected Malcador, not just out of personal interest, but because he truly considered him a student, willing to offer advice and assistance. For someone of Malcador's stature, this was a rare gift.
After putting on the armor, Balder moved his body and adapted to the Terminator armor, then walked out of the armory. At the door, he saw Marius who was also prepared.
"Do you want to go down and play too?" Balder looked at the captain of the imperial guards.
"This is a battle, Lord Commander. You shouldn't use words like 'playing' to describe a battle, even if it's a battle where victory is within your grasp," Marius said seriously.
"Just because it's a joke doesn't mean you don't take it seriously. Taking someone seriously isn't about words, it's about actions." Balder looked at the man, who was so methodical and incredibly proud. Balder admitted that Marius was indeed quite capable.
But his way of dealing with people disliked him and the other wolves. It was a good thing, though, because of this guy's presence, many of the wolves who originally had a problem with him changed their targets to him. Perhaps in their eyes, Balder was from Fenris, no matter what, but this golden corn cob was not! Balder thanked him for drawing some of the fire.
"Also, let me correct one thing: victory may not be easy to come by." Balder came to the projector and pointed to the landing area of the first batch of companies of the Wolf Regiment on the ground.
"There is no problem here. Even if there is, I can solve it. But it may not be the case in other places. They are all new recruits, and I need to take care of them while I have spare capacity." After saying this, Balder turned to Marius and said.
"Besides, since you're with us now, you must adapt to this group. You have your pride and countless reasons, but that's no reason for you to act independently. It will hinder your ability to complete the mission." Balder said, then walked towards his Stormbird. The Sky Patroller was not used in this battle. After all, it was too precious.
Marius joined the Legion as Balder's assistant. While others in the Legion considered the Custodes to be the Emperor's overseers, ensuring his orders were carried out, Balder paid no heed. Since he was nominally an assistant, he had to do his job. Marius was capable, both in combat and in daily Legion management, so he naturally needed to make good use of his abilities. He didn't hold out much hope for a change in the Custodes' attitudes, but what if he succeeded? Everyone should have some ideals, right?
And on Rus's flagship, in Rus's hall, Holmi Longgang came to Rus.
"My king, I want to participate in the first round of assault. I am a warrior and I can find or lure out the orc leader for you." Holmi said while kneeling on one knee.
"The plan has been decided. After finding the target, your Dalian will launch an assault with me." Rus stared at his subordinates with an extremely complicated expression.
The battle was over, and a summary was necessary. This was Balder's rule, and Russ had agreed to it. During the summary meeting, Holmi was undoubtedly the most embarrassed. He was Rus's general, and for this campaign, he had been appointed Lord Commander, with command over the other Great Companies under his command. This was an opportunity, an honor. Yet, he had botched it. Perhaps, while Russ was to blame, Holmi's inferior commanding skills were also a problem.
Holm's command skills couldn't possibly be better than Russ's, or Balder's. And in the end, even though Russ took the responsibility, Holm still couldn't let it go. A person can deceive others, but not themselves. Thinking of his brothers who died in the fleet, and Russ's trust, he felt deeply distressed.
Russ was also very kind to Holmi. Considering that his Dalian had suffered heavy losses, he did not allow him to participate in the first wave of landing operations, but let him accompany him in the most important decapitation operation. This was considered giving him a chance, but it was obvious that Holmi did not want such a handout.
"Your Dalian has undertaken other tasks and cannot go down with you." Ruth said.
"I can go to another Dalian. Any one will do."
"You're causing me trouble! It's just a little setback! What's the big deal?" Rusten stood up and walked over to Holmi. "This is my problem, not yours!"
"Even if you give me more troops, I still can't command them well, my king. Before this, I have never commanded an army of more than 10,000 people in actual combat." Holmi said.
"I..." Rus raised his hands, then shook his head helplessly. He was truly exhausted, aware of the inherent flaws of the Fenrisian people. Balder was an exception; his performance was likened to the resourceful beings of Fenrisian mythology. If it weren't for him, perhaps his subordinates wouldn't have such a deep grudge; after all, they were all competing against each other. But when Balder performed too well, the others' minds became more subtle: they became fearful and anxious.
"Your problem? Come back and discuss it!" Russ said viciously, looking at the timer on the wall. "Go to Sturgard Jorickson's Dalian. That's it. He'll make the arrangements."
"Okay, my lord." Holmi immediately stood up, put on his helmet and walked outside.
"This won't do." Russ said to himself as he watched Holmi disappear into the corridor.
"Galuma, what do you think of this?" Russ looked at his blood relative. He had originally wanted to have multiple lord commanders permanently. After all, as the legion grew in size, they would have to be dispersed. This was considered early training.
"Your Excellency, Commander of the Supreme Lord, you can lead more Grand Companies. In addition to Heimdall, there can be other Grand Companies. Then when these Grand Companies grow up, they can be released to take charge on their own." said Grand Company Commander Garumag.
"Those who are capable should do more work." Ruth said with a wry smile.
Chapter 61 Airborne Operations 1
"Open fire!" A radio wave blared from Russ's flagship, and the Space Wolves, having taken up attack position, began raining down a hail of death upon the Earth! Beams of destruction, falling from orbital warships, appeared in the vast expanse of space. Macrocannons, lances, and a variety of missiles rained down upon this once human planet. Moments later, countless Ork tribes were engulfed in the roiling flames of destruction.
Like a tide, flames spread across the surface, filling the planet with flames, smoke, and rising debris. Even from space, they were visible. The Emperor's punishment had finally fallen upon the enemies of humanity. Under the command and coordination of Russ, the vast fleet bombarded most of the Ork territory on the planet with a fierce artillery barrage.
"Sir, according to intelligence, the orbital airstrike has covered over 90% of the designated area and destroyed 78% of the targets. The remaining targets and areas will be cleared in half an hour," Sage Kasdin from Acheron VIII reported to Balder. As Acheron VIII and the Space Wolves deepened their cooperation, technical leaders led by Kasdin and Scott also began to diligently assist the Legion.
A great Archmagus is not only a master of science, but also a skilled commander. Otherwise, how could he save the creations of the great Mechanicus from the aliens? How could he, upon seeing other Mechanicus possessing valuable artifacts, confidently accuse them of technological heresy? The various Caslante robots and heavily armored slaves brought from Acheron VIII were clearly a formidable addition to the Legion!
"Get ready. After the fleet completes the cleanup and coverage, the Stormbird battle group will quickly launch an attack. We now need to clean up Industrial Zone No. 3. After the cleanup, use it as a landing site, and then launch attacks on other areas." Bader ordered.
As the fleet's artillery fire gradually subsided, the Endless Journey's hangar opened, and Stormbirds took off one after another. Balder led the first batch of 50 Stormbirds and a large number of airdrop pods to launch an attack!
Like the relentless reaper, the massive Stormbirds roared towards the still-burning ground. Aided by their sights, their turrets quickly locked onto the Ork's remaining firepower points. Sporadic anti-aircraft fire was no match for the legions descending from the sky. Long-range missiles and laser cannons easily reduced the remaining weapons and structures to a mass of flaming scrap. Baldur chose to land at the edge of an industrial zone stretching for dozens of kilometers. To preserve as many of the remaining industrial facilities as possible, the remaining battle would be fought at close range. As the Stormbirds touched down, their massive hatches opened, and Baldur, his Centurions, and the various Mechanicus battle robots burst forth.
"Huh?!" The moment he landed on the battlefield, Bader felt everything before him change. Within his psychic field of vision, beings emitting a sickening green aura appeared. Undoubtedly, these were orcs and their war machines. Even without vision, even without technical reconnaissance, Bader had spotted them, almost instinctively! Meanwhile, his own people appeared blue in his psychic field of vision.
"Open the entire map unilaterally? Not bad." A smile appeared on Balder's lips. He didn't know whether this kind of vision would have any flaws, but based on the principle of pragmatism, as long as it was safe, usable and easy to use, it would be fine!
"Let's go!" Balder transmitted the enemy's information to the various clearing forces through the Terminator's built-in command system. As his powered iron boots crushed the gravel on the ground, Balder began his first close-range combat.
"At 2 o'clock, a large number of Orks! Engage the enemy according to Plan No. 5!" As the psychic signal was transmitted, the Space Wolves and the accompanying Mechanicus quickly adjusted their formation. The Caslant robots rushed up at the first moment, and more than a dozen fighter robots blocked the intersection of the ruins like a walking steel wall, facing the first round of attacks from the Orks head-on!
Hordes of orcs rushed out of the intersection, and then they were greeted by the Castellan robots' automatic cannons and flame weapons! The flames and shells formed a fan-shaped death zone in front, tearing the orcs into pieces, and then the flames cleaned up the remaining limbs and spores.
"Keep moving forward! Pay attention to the road next to you. Something is infiltrating from both sides. Support team, pay attention to the front. A big guy will be coming soon." Bader captured countless pieces of information through perception, and then after processing, they were distributed to other team members.
A group of tank boys, camouflaged and stealth-proof, approached Castellan's right flank, their rocket launchers uncertain whether they could be used. With a barrage of rockets, several distant Caslant robots and the tank boys who launched them were simultaneously reduced to a shower of death. The abundance of rockets had made up for the lack of accuracy and reliability. The Caslant robots' shields flashed several times, turning to foam before being shredded by the heavy-charged warheads. The Terminators behind the Caslant robots easily mowed them down with their heavy weaponry.
"Keep pushing!" Several new Caslants filled the gap. Meanwhile, on the other side, the Space Wolves encountered a larger force: a swarm of tin can robots and stolen vehicles rushed towards them. The tin can robots' circular saws made a teeth-grinding sound, and their guns roared. In the distance, the artillery of various modified vehicles roared. You could say that the Ork firepower was generally not accurate, but you couldn't say it was not powerful.
Faced with the organized armored assault, the advancing Wolves quickly shifted formation, their spearhead attack now stretched into a deep front. Dreadnoughts, a small number of combat vehicles, and Centurions led the charge. They used the rubble and smoke for cover and returned fire with precise fire.
"Something is coming towards me?" A group of aerial targets approached quickly from outside Balder's psychic perception range. They shuttled quickly between the towering buildings, and from time to time crashed into the ruined buildings or the tall totems of the orcs, but it didn't matter, the orcs didn't care!
A moment later, a group of orcs and rocket boys fell from the sky and rushed towards Balder's command group. Now he finally realized that in this world, it is impossible to avoid close combat!
The Centurion support Terminator beside him launched an attack at the first moment. The flying shells and missiles smashed the first wave of helicopters into pieces, but the shells they fired and the roaring circular saws still caused casualties to Bader's subordinates.
Chapter 62 Airborne Operations 2
Several Space Marines who couldn't dodge were caught in the hail of bullets. Ordinary Power Armor couldn't withstand such intense firepower, and their bodies were instantly ripped apart. One comrade was even cut in half by the whirring circular saw at the front of the helicopter! The overwhelming influx of Rocket Boys gave Balder his first taste of the Ork's "enthusiasm"!
"Damn it!" Intense firepower also blazed at Balder, and a psychic shield appeared out of thin air, impervious to both artillery shells and rockets. Then, a blazing chain of lightning shot out from the tip of Balder's spear. Psychic energy, accompanied by death screams, leaped through the orcs, and soul fire consumed these greenskins, who knew only battle, snatching their lives in an instant.
Then, a powerful repulsive force emanated from Balder's palm, pushing away a group of orc boys who had just rushed over, and then smashing them heavily against the wall, crushing them into meat paste.
Several heavily armored warriors burst from the underground passage. Their massive bodies, clad in heavy power armor, crushed the enemy like a war machine crafted from the simplest of materials. Ultimately, however, they were unable to penetrate Balder's psychic energy. The gleaming Windrider spears aimed at their targets, and with leaps of psychic fire, the heavy power armor was pierced, some even igniting into giant torches.
A wind rider, over three meters long, swept across the front. In the distance, a team of Rocket Boys, fresh off takeoff, was sliced in half mid-air by an invisible blade. Balder had never experienced such a thrilling fight as he did today. Marius, watching all this, frowned at the sight. With a natural dislike for psychics, he regarded the scene as a monster.
"There's a big shrimp here!" With a frantic howl, the orcs realized that there was someone truly worth fighting! They rushed forward like a swarm of bees, brandishing their blades and power claws. Then, these guys were once again harvested by the guarding Terminators with cannonballs and lasers.
"Is this the end?" Balder thought, looking at the orc corpses and vehicle wreckage piled on the battlefield. However, at this moment, a warning suddenly arose in Balder's heart. A huge creature was circling the real space and approaching him!
"Scatter! Everyone, scatter and seek cover!" Balder issued a warning, leaping backwards. Seconds later, a flash of yellow lightning suddenly struck where Balder had stood. When the lightning and flames dissipated, a giant tin can robot appeared before everyone's eyes.
Balder witnessed the wonders of Orcish technology for the first time. Before he could move, the eight-meter-tall Orc robot swung its power claws and slammed down on a nearby heavily armored slave. The slave, like a fruit being crushed, was reduced to a pool of blood and debris.
Next, the orc raised his other hand, and the big guns and rockets hanging below set off a hurricane of death on the flat ground. Two wolf soldiers who were unable to dodge were overwhelmed by the rain of bullets like a tide.
He raised the Windrider Spear in his hand, and a huge amount of psychic energy gathered at the tip of the spear. Then, the psychic energy shot out like a spear of light. The torrent of energy collided with the robot's energy shield and emitted a brilliant light. After being blocked for a moment, the shield collapsed, and the psychic blade cut the orc mecha diagonally like a hot knife through butter.
Just as the guards were about to cheer for their lord for killing such a terrifying creature, another bolt of lightning struck not far from where Balder was. A second giant tin can robot rushed over!
"Shit!" A massive power claw, entwined with terrifying decomposition techniques, raised its weapon high and slammed down fiercely. Without time to cast a shield, Balder thrust his spear upwards with both hands! As the melee weapons of both sides collided, Balder felt a tremendous force bearing down on him, causing his body to sink slightly. With a physique comparable to that of a behemoth, he took the blow, then quickly swung his spear aside to remove the power claw.
The circular saw in the orc's other hand swept across, lightning-fast and thunder-like. However, this couldn't escape Balder's perception. Balder swung his spear and aimed it at the orc's arm. With a swift thrust, the spear successfully severed the arm from which the saw hung before Balder could reach it! The immense force of the impact pushed the orc back several steps.
"Die!" Balder spat a few words at the Ork mech in anger. A wave of invisible psychic energy penetrated the shield, piercing the mech's armor and cockpit, instantly killing the pilot inside. The Ork's soul fire was like a candle extinguished by a breeze. Then, the Ork mech, out of control, retreated and fell to the ground.
