Nobunaga not only wanted to seize the world, but also because the Oda family was of humble origin and lacked samurai groups, he planned to inherit all the old ministers under the framework of the Muromachi shogunate in one wave to form a new "Engrave and Serve the Country" system.
Nobunaga lacked sufficient samurai to govern the newly acquired territories of several provinces in Kinai, so he had to temporarily manage Kinai by utilizing the old samurai system.
