Pengcheng State, with its capital at Pengcheng (present-day Xuzhou, Jiangsu). It governed 8 counties: Pengcheng, Liuxian, Guangqi, Fuyang, Wuyuan, Lüxian, Wuxian, and Ziqiu.
The State of Xiapi was governed from Xiapi (present-day Gupi, Pi County, Jiangsu Province). It administered 16 counties: Xiapi, Liangcheng, Siwu, Xiaxiang, Qulu, Tongguo, Xiaqiu, Xuxian, Suiling, Xuyi, Gaoshan, Huailing, Dongcheng, Quyang, Huaipu, and Huaiyin.
Langya Kingdom, with its capital at Kaiyang (present-day Daichengzi, north of Linyi, Shandong). It governed 13 counties: Ju County, Dong'an, Dongguan, Gumu, Zhu County, Dongwu, Langya, Gouqu, Yangdu, Linyi, Kaiyang, Jiqiu, and Zeng Kingdom.
