Left with no other choice, the governor fled the North District shelter with his wife, Park Mi-ri, and their daughter, Penny, who had been shot but whose bleeding had stopped, along with Milton. They eventually arrived in Woodbury, established a town, and proclaimed themselves governor. However, Penny died from a high fever and was eventually transformed into a zombie, which the governor locked in a room.
Before Penny passed away, she said to the Governor and Park Mi-ri, "Dad, Mom, I hope you can find Chris. I will pray for you in heaven, okay?"
The governor and Park Mi-ri looked at their daughter, their eyes filled with tears. The governor held his daughter's hand and said, "Penny, my little Penny, Daddy promises you, I will find your brother, I promise!"
Park Mi-ri, who was standing next to her, held Penny's hand and said, "Penny, my darling, I promise you, we will definitely find your brother. Now, don't close your eyes, talk to us a little longer, okay?"
Lying in bed, Penny weakly said after hearing their promise, "Okay..."
Before she could finish speaking, Penny stopped moving completely. Looking at their deceased daughter, the couple held her body and wept bitterly. But after a while, Penny opened her white eyes. At this moment, Penny had been transformed into a zombie without humanity by the zombie virus. Seeing this, Park Mi-ri picked up the dagger next to her, as if to free Penny, but the governor would not allow it. He took out iron chains and tied Penny to the bed.
Seeing her man do this, Park Mi-ri did not stop him. She just watched as Penny was tied to the bed by the governor. Two months later, the Crimson Moon Incident broke out. Park Mi-ri and the governor fought against the zombie invasion together, but almost their entire army was wiped out. Thinking of this, the governor discussed the next plan with Park Mi-ri, who was resting on the side after finishing.
