Chapter 34 Undercurrents and Hopes Under the New Dynasty
The turmoil at court had temporarily subsided, and the streets and alleys of the capital gradually returned to their former hustle and bustle. Zhang Peng, in the Prince's mansion, was enjoying a rare moment of tranquility with Xia Lijuan. In the courtyard, flowers and plants flourished, and sunlight filtered through the leaves, creating dappled patterns of light. Zhang Peng and Xia Lijuan sat on stone benches, sipping tea and chatting, as if all the strife had vanished.
"Your Highness, now that the court is at peace, you should take a good rest." Xia Lijuan gently poured tea for Zhang Peng, her eyes full of tenderness.
Zhang Peng held her hand and smiled, "Having you by my side is the greatest comfort. However, although the court is temporarily calm, undercurrents are surging, so how can I truly feel at ease?"
Just then, the steward hurried into the courtyard, looking slightly nervous: "Your Highness, news has come from the palace that the Emperor summons you to the palace immediately, saying that he has important matters to discuss."
Zhang Peng's heart skipped a beat, and he immediately stood up: "Understood, I'll go to the palace right away."
Xia Lijuan looked at him worriedly: "Your Highness, please be careful in everything you do."
Zhang Peng nodded and reassured him, "Don't worry, I'll be right back."
Upon entering the palace, Zhang Peng was led by a eunuch to the imperial study. The emperor was sitting at the table, reviewing memorials. Seeing Zhang Peng enter, he gestured for him to sit down.
"Zhang Peng, thanks to you, the chaos in the court was rectified this time." The Emperor put down the memorial, his expression one of satisfaction.
Zhang Peng stood up and said respectfully, "Your Majesty, I was merely fulfilling my duty. Everything is due to Your Majesty's wisdom."
The Emperor nodded slightly and continued, "Although the situation in the court has improved, there are still many hidden dangers. Although the borders are temporarily peaceful, the enemy may return at any time; there are also many problems with the people's livelihood, and the people are suffering. I would like to hear your opinion."
Zhang Peng pondered for a moment and said, "Your Majesty, regarding the border matters, I believe we should strengthen defenses and maintain friendly cooperation with neighboring tribes to jointly safeguard border peace. As for the people's livelihood, the most urgent task is to reduce taxes, encourage agriculture and sericulture, and develop water conservancy projects."
The Emperor nodded in agreement: "What you say is absolutely right. I intend to send you to various places to inspect the people's lives, understand their hardships, and urge local officials to implement various policies."
Zhang Peng knelt down and accepted the order: "Your Majesty, I will do my utmost to live up to your trust."
After leaving the palace, Zhang Peng returned to the Prince's residence and told Xia Lijuan about the matter. Although Xia Lijuan was reluctant, she understood that it was Zhang Peng's responsibility.
"Your Highness, go with peace of mind. I will take good care of myself. Please be careful out there and return soon." Xia Lijuan's eyes were filled with tears, but she forced a smile.
Zhang Peng gently hugged her: "Wait for me to come back, and then we'll have a proper get-together."
A few days later, Zhang Peng, accompanied by a group of guards, embarked on his inspection tour. They traversed mountains and rivers, visiting many prefectures and counties. Wherever they went, Zhang Peng witnessed firsthand the hardships of the people's lives. The land was barren, crops failed, and the people were starving and poorly clothed.
In a small county town, Zhang Peng saw a group of people gathered in front of the county government office, weeping and recounting their plight. It turned out that local officials had embezzled and misappropriated disaster relief funds allocated by the imperial court, causing hardship for the people.
Enraged, Zhang Peng immediately ordered the county magistrate's arrest. Under interrogation, the magistrate confessed to his crimes. Zhang Peng reported this to the imperial court, whereupon the emperor was furious and ordered severe punishment for corrupt officials, and the recovered grain and funds distributed to the people.
When the people learned of this, they were overwhelmed with gratitude. They spontaneously came before Zhang Peng, knelt down, and kowtowed in thanks. Looking at their simple, honest faces, Zhang Peng was filled with emotion. He knew deeply that he bore a heavy responsibility and was determined to work for the well-being of the people.
However, Zhang Peng's inspection tour was not without its challenges. Some corrupt officials, in order to protect their own interests, colluded secretly to obstruct Zhang Peng's investigation. They sent people to follow him and even attempted to assassinate him.
One night, Zhang Peng was resting at the post station when he suddenly heard a slight noise outside the window. He got up alertly, grabbed his sword, and opened the door. He saw several dark figures rushing towards him, their sharp blades gleaming coldly.
Undeterred, Zhang Peng engaged the assassin in fierce combat. Agile and swift with his sword, he quickly repelled the assassin. But he knew this was only the beginning; the road ahead was fraught with danger.
Upon returning to the capital, Zhang Peng reported his findings in detail to the Emperor. The Emperor, after listening, said gravely, "I didn't expect so many problems in the provinces. Zhang Peng, you've done a good job. I will implement reforms based on your suggestions."
Zhang Peng knelt down to express his gratitude: "Your Majesty is wise. As long as it can bring benefits to the people, I will not hesitate to die for it."
Stepping out of the palace, Zhang Peng gazed at the streets of the capital, but felt no relief. He knew that the struggles within the court and the improvement of people's livelihoods still had a long way to go. But he would not back down, for he held firm to his beliefs and felt a responsibility to the country and its people.
