But... is it useful?

The Arctic Bear monster can only be Special Summoned by activating its effect during the main phase of both players' turns. Regardless of which monster Asker chooses to negate, even if it negates the graveyard of an Ancient Creature, either monster effect blocking or Special Summon blocking will completely shut it down.
