Spring in 1983 seemed to arrive earlier than usual, and the air was filled with the scent of new life and hope. For Congcong, this spring meant more than just the changing of the seasons; it was a significant moment witnessing a tremendous transformation in the nation's political landscape.

In that same year, the central government made a major decision—to establish the Central Advisory Commission (CPC Central Advisory Commission). This move was of profound significance, marking a new way in which the older generation of proletarian revolutionaries continued to contribute their wisdom and experience to the Party and the country.

These veterans, who fought valiantly during the revolutionary war years and toiled diligently during the socialist construction period, have all now joined the Advisory Committee, voluntarily retiring to secondary positions. With boundless loyalty to the cause of the Party and the people, they willingly relinquish the front-line political stage to the younger generation, paving the way for the future development of the country.

This generational shift reflects both the Party's fine traditions and the scientific nature of its cadre development, as well as its determination to maintain vitality and continuously innovate. At this historic turning point, Congcong keenly sensed the surging tide of the times, his heart filled with anticipation and hope for the future.

Against the backdrop of this turbulent era, the county-level leadership organization where Congcong works actively responded to the nation's great call to "make the cadre team more knowledgeable and younger" and resolutely launched a far-reaching wave of cadre and personnel system reform.

In a short time, a large number of highly educated and ambitious young talents flooded into leadership positions at all levels.

Looking inside the county party committee, it was as if a complete transformation had taken place. At least four pivotal key positions welcomed new leaders with university degrees: the secretary and deputy secretary of the county party committee, and the heads of the county party committee's propaganda department and organization department.

Among them, apart from the comrade who served as the Minister of Organization, who was slightly older and had already entered his forties, the other three were all young people in their prime, full of vigor and spirit, who had taken on the important task of leading the development of their respective regions in their thirties.

What's even more noteworthy is that they all possess enviable university degrees, which undoubtedly became one of the important assets that enabled them to stand out and take on important responsibilities.

The resumes of these newly appointed leaders are even more legendary. The county party secretary was promoted directly from the position of director of the county party committee office. At the age of only 39, he successfully stepped onto a higher political stage by relying on his years of experience in grassroots work and his outstanding leadership skills.

The promotion path of the deputy secretary of the county party committee is equally remarkable. This ambitious man, who was once just a deputy section-level research team leader, finally won the favor of Goddess of Fortune at the age of 32 after countless in-depth field research and analysis, and became a core member of the county party committee leadership team.

As for the county party committee's propaganda minister, he was a splendid transformation from the deputy director of the education system. At 37 years old, he entered the county party committee with a profound understanding and unique insights into cultural and educational undertakings, and began to inject new vitality and creativity into the county's ideological and propaganda work.

Another extremely important and significant event absolutely deserves to be told in detail: in this special year, Zhangjiajie State-owned Forest Farm ushered in a breathtaking and historic transformation—it completely reversed its own destiny, like a phoenix rising from the ashes, completing a stunning and magnificent turnaround, and resolutely embarking on the broad road of a thriving tourism industry full of infinite possibilities and hope!

The forces behind this great transformation are truly admirable!

This brings us to the State Planning Commission and the State Forestry Administration of our great motherland. It is their pioneering spirit and courage to break through traditional constraints that have led to their innovative reforms, coupled with their keen insight and ability to discover potential, much like a discerning eye judges a horse. Together, they have created the remarkable achievements that have attracted worldwide attention.

At that crucial moment, the two departments joined forces and jointly released a significant document entitled "Decision on the Establishment of Zhangjiajie National Forest Park Management Office." This document served as a guiding light, illuminating the future direction of the Zhangjiajie State-owned Forest Farm.

The document clearly stipulates that the newly established management office will be designated as a public institution at the level of a division chief. It shoulders a dual mission: on the one hand, it must steadfastly fulfill its crucial function of forest protection; on the other hand, it must focus its work on the in-depth exploration and rational development of domestic tourism resources, striving to promote the prosperity of the tourism industry, thereby achieving harmonious coexistence and coordinated progress between the economy and the ecological environment.

Over time, the park has risen like a bright pearl, bringing not only profound changes to the industrial structure but also, like a spring breeze, completely rewriting the fate of this impoverished county.

At the same time, many people's life paths have undergone earth-shattering changes as a result.

When the Zhangguan Management Office first received approval, it had only forty staff positions. However, with the park's vigorous development and growing influence, it has grown like a giant, gradually expanding its staff to a remarkable more than a thousand people.

This initiative has undoubtedly created numerous valuable job opportunities for the local people, enabling many families to escape the shackles of poverty and usher in a new life full of hope.

It is worth mentioning that the initial 40 public sector positions were like a magic key, successfully unlocking the door to resolving the predicament of the county party committee and county government being half-full of staff.

Among them, Zhang Cong's two mentors, Man Guoliang and Li Zuqing, were fortunate enough to become pioneers in solving this problem.
