Hanagata initially favored the Orphnoch, as he himself was an Orphnoch, and the strongest one at that—at least, before the complete birth of the King.
However, during his long search for the king, he saw too many Orphnochs immersed in their own power. Over time, he began to doubt himself, wondering if he was really right.
Should the Orphnoch really exist?
Jiang Yang didn't know what happened in between, but later Hanagata stood on the opposite side of the Orphnochs, believing that the Orphnochs were the ones who should be eliminated.
He sent the belts to the people of Meteor Academy, while he hid himself away to secretly develop a new belt and search for the yet-to-be-born king.
That's pretty much the situation. Hanagata isn't entirely a good person, but he treats his adopted children fairly well, so their survival helps prevent Hanagata from suddenly going insane.

However, due to its excessive quantum power, a portion often remains in the body after transformation, granting the wearer a small amount of special power. Well, that's a good thing.
Its drawback is that non-adapted individuals will become addicted to Delta's power and unable to break free. The wearer's fighting instincts will become stronger, leading to a violent personality as a side effect, and may even cause mental breakdown, which cannot be reversed even after the transformation is deactivated.
Caesar, as the second belt, largely solved the problem of mental influence, but the conditions for transformation became more stringent. Only Orphnochs, or those who possess the mark, could transform, and it would consume the mark. Those with insufficient marks would die.
Faiz, without the problems of the first two belts, comes at the cost of quantum power being adjusted to the most stable state, so all its values are lower than the former two.
Faiz can only transform, or rather, only Orphnochs, when their mark is deep enough. However, the risk of turning into sand immediately after transforming is no longer present.
Furthermore, the issue of low stats is compensated for by its various accessories. There's even an enhanced form.
Incidentally, Jiang Yang wasn't entirely sure what the production order of these three belts was; he was just judging based on their level of stability.
Finally, there's Leo Riders. Leo Riders aren't Kamen Riders, but rather special warriors. Their belts are, in a sense, unfinished products.
The belts in the previous games all had a function that allowed the transformation to be canceled after taking a certain amount of damage to avoid causing excessive damage. However, the Leo Riders do not have this system.
Even if you are killed outright, the Leo Rider won't automatically deactivate its transformation. Furthermore, the Leo Rider's stats aren't high; its only advantage is that it's cheaper to manufacture than other belts and has high versatility.
In the world of Faiz, no matter which belt it is, there is more than one wearer. Among the wearers of Caesar, if we talk about strength, Kusaka is undoubtedly the strongest.
