Mike arrived at the plaza between the FIB and IAA buildings in the city center, as agreed with Dave. From a distance, Mike could see Dave talking to two agents. As he approached, Dave greeted Mike, "Hey, Mike!"

Mike: "Hey Dave! That's awesome! Dave, you didn't tell me about this social event! Sorry, everyone, I'm not letting you guys have him!"

The agent sitting in the middle smiled and said, "Very well! I'm Steve Hines, brother! But maybe you already knew that!"

However, Mike didn't buy it. Instead, he said provocatively, "Sorry, your name tag probably fell off!"

Surprisingly, Steve didn't get angry but laughed and said, "A lame joke! I like it! Well, I'll write that down first... and then shoot you, you noisy scum!" Andres (full name: Andres Sanchez – FIB agent, Andres Sanchez is a supporting character in GTA 5, one of the FIB trio, belonging to Steve Hines' FIB investigation team along with Dave Norton. On the surface, Sanchez is Steve Hines' right-hand man, but he secretly provides other FIB teams with evidence of Hines' corruption. In the Kurtz Center incident, Steve Hines attempted to have Sanchez arrest Michael, who knew about his corruption records, and then suddenly appeared...) The other FIB members now indicated that Sanchez had cooperated with them and possessed evidence of Steve Hines' corruption, at which point everyone (except Dave) turned their guns on Hines. The arrival of Merryweather and the IAA changed the situation. During the standoff, an FIB soldier suddenly shot Steve Hines in the right leg, and Hines then shot and killed the traitorous Agent Sanchez. After the mission, Dave called Michael and told him they could pin most of the blame on Sanchez. Sanchez then got his lunchbox and left! (Did you remember that? This stuff, wow, is amazing! I should have put this on my show! Have you seen my show?)

Mike chuckled and said, "You mean, how do you dress like a businessman at a third-rate country club on the weekend?"

Upon hearing Mike's words, Steve was about to erupt in anger when Dave, sensing the situation was turning sour, quickly changed the subject, saying, "So... regarding Mr. K... you did a good job!"

Mike replied nonchalantly, "It's my pleasure! I enjoy doing special things for the government, especially the self-destructive kind."

Hearing Mike's arrogant words, Andres coldly said, "But you made a mistake!"

Mike glanced at him and said, "Really? Pretty boy?"

Steve suddenly stood up, stared at Mike, and said, "If you don't want to die, don't talk so arrogantly! The joke time is over. You should show some respect to me and my partners!"

“Oh, what’s your definition of a partner? Tell me! Is it the three of you? Or the much larger FIB? Or the entire government? Because I want to talk about this properly. So far, we haven’t really respected your colleagues!” Mike stood up and approached Steve.

However, no sooner had he finished speaking than Steve grabbed Mike by the neck. Clearly, Mike's previous words and attitude had greatly displeased him. Steve said, still gripping Mike's neck, "Genius, can you at least start by showing me some respect?"

Seeing Steve's murderous look, Mike knew it was time to stop, so he shrugged and said, "Okay, friend!"

Seeing that Mike had finally "backed down," the two sat down and Steve continued, "We received intelligence that they took Mr. K to the local IAA, and now the IAA is questioning us more closely! Because of the stupid things you did in the morgue! We have to get him out of here before he spills the beans!"

Mike said calmly, "I did what Agent Norton told me to do."

Steve scoffed, "Then I think your first mistake was hooking up with a Two Lights agent who's still living in the shadow of past glories! (Honestly, Steve's got some nerve! He's practically ready to grab Dave by the collar and slap him!) You're in my business now, bro! (Full of bromance!) My career hinges on this operation. It's crucial! So we're in the same boat now, which makes it crucial for you too. Go on, kid!"

After saying that, Dave and Mike got up to leave. At this moment, Steve laughed and said, "See? You're pretty good, Dave! You can really teach this old man a few new tricks!"

After the two walked away, Dave said to Mike, "The FIB has a piece of land in East Los Santos, the Convington supply depot, and then it's over in Blue Hills. You drive!"

Mike chuckled and said, "Sure, it sounds like a secluded and nice place, a place where you can carry out covert operations, right?"

Sensing the veiled meaning in Mike's words, Dave countered, "So what?"

Mike: "So I bet it has nothing to do with those FIB guys! And I want our government to operate openly and transparently. Unless you prefer a closed and opaque system, hey, I'm just a puppet, and you're the one pulling the strings behind the scenes!"

Ignoring Mike, Dave pointed to the car parked on the side of the road and said, "Let's drive this car." Then the two of them got into the car.

After getting into the car, Mike said sarcastically, "Tell me, this car is paid for by taxpayers, old man?"

Perhaps used to Mike's sarcasm, Dave calmly said, "Yes... I need you to make a few phone calls and get some people here! First and foremost, Franklin Clinton."

When he heard him specifically ask for Franklin, Mike thought, "That guy is now my future son-in-law, and he seems like a good person. I can't let him get involved in this mess!" So Mike said, "Hey, I don't know that guy at all. He just helped me with the car!"

Dave ignored Mike and said firmly, "Call him, or we'll send people to his aunt's house!"

Mike quickly replied, "Okay! Okay! Okay!" and then took out his phone to dial Franklin's number!

Franklin: "Hey Mike, what's up?"

Mike: "Sorry to bother you, but what I told you before still happened! The supply depot near Blue Hill is not far from where we met last time!"

Franklin readily replied, "Sure, no problem. Don't overthink it, brother. I'll help you if you need anything!"

Dave: "Next up is Trevor Philips."...
