The world will of the main plane (if it exists) then entrusted a portion of its authority to this newly born, and also the only god in this world.

Although His overly powerful divine body still cannot physically enter the Prime Material Plane (that would immediately trigger the disaster that was previously feared), through this authority, His will can clearly perceive the situation in most areas of the Prime Material Plane in a way that transcends space.
