Seeing that Fengdu City had appeared, the Reincarnation Daoist no longer considered anything else. He continued to pray to the heavens. "Heaven above, now that the Netherworld has been established, and because there is no place for wronged souls to appeal, I, the Great Emperor of Fengdu, wish to establish the Yama Palace. Under it will be ten Yama Kings, to investigate their past lives and determine their affiliation in the six realms."

'Stand in the Hall of the King of Hell.'

A boundary is established between Yin and Yang. When a ghost crosses this boundary, they are separated by the boundaries of Yin and Yang, and will never meet again in this life.

The Soul Guiding Office was established, and according to the fate recorded in the Book of Life and Death, soul-reaping messengers were dispatched to take the souls to the underworld.

Establish the Road to the Underworld, and hold the road guide; one can reach the Bridge of Helplessness.

Standing on the River of Oblivion, countless evil souls and vengeful ghosts are imprisoned within its waters. Those who refuse to drink Meng Po's soup must endure a thousand years of torment here before they can be reincarnated.

The Reincarnation Bureau was established to judge individuals according to the judgment rules of the Yama Palace, and to guide them into the appropriate channels.

He established the Cuiyun Palace and appointed the position of Ksitigarbha Bodhisattva to manage virtuous people within the palace. He would also frequently send people to preach to evil spirits and guide them toward goodness.

Standing on Yinshan Mountain, the lonely ghosts who do not wish to be reincarnated can reside there and never leave the mountain.

The Blood River was established to absorb the essence of blood from the Netherworld Blood Sea and transform it into energy to power the normal operation of the Underworld.

An altar for worshipping Heaven is erected, and those who have performed great deeds in the underworld can have their stories inscribed on it. Every hundred years, this day can be designated as the Ghost Festival, a time for solemn sacrifices to honor their achievements.

The Mirror of Karma is erected to see through the good and evil deeds of one's past life, thus determining which level of hell one will enter.

First, there is a place for wronged souls to appeal, and then there is a place for vengeful ghosts to punish. When a living being dies, after being judged in the Yama's Palace, those whose merits outweigh their faults can enter the cycle of reincarnation, while those whose faults outweigh their sins should enter the eighteen levels of hell. After atoning for their sins, they can enter the cycle of reincarnation again.

Eighteen levels of hell were established, with each person sent to the corresponding hell based on their crimes committed in their previous life. Each level imposed a tenfold increase in punishment time compared to the previous one, and those who did not have enough time were given additional lifespan.

The first level is the Tongue-Pulling Hell; the second is the Scissors Hell; the third is the Iron Tree Hell; the fourth is the Mirror of Retribution Hell; the fifth is the Steamer Hell; the sixth is the Copper Pillar Hell; the seventh is the Mountain of Knives Hell; the eighth is the Ice Mountain Hell; and the ninth is the Oil Cauldron Hell.

The tenth level is the Ox Pit Hell, the eleventh level is the Stone Press Hell, the twelfth level is the Mortar and Pestle Hell, the thirteenth level is the Blood Pool Hell, the fourteenth level is the Unjust Death Hell, the fifteenth level is the Crucifixion Hell, the sixteenth level is the Volcano Hell, the seventeenth level is the Stone Mill Hell, and the eighteenth level is the Saw and Knife Hell.

A separate Avici Hell will be established; once one enters Avici, one will never be reborn.

An hour later, the heavenly merit finally descended. Ninety percent of it was absorbed by the corresponding buildings in Fengdu City and the Underworld, instantly transforming it into a supreme treasure of acquired merit. The last layer landed on the head of the Reincarnation Daoist, who casually collected it.

Just as the Reincarnation Daoist finished accumulating merit, he sensed several powerful auras approaching. The strength of these auras far surpassed the current cultivation level of the Reincarnation Daoist. Before he could think further, four figures appeared.

The newcomers were Laozi, Yuanshi, Tongtian, and Nuwa. Upon seeing the four sages arrive, Samsara disregarded them and handed the Book of Life and Death to the Daoist of Life and Death. The Daoist opened it and spoke a profound verse to the primordial world.

"I am the Daoist of Life and Death of the Blood Sea and the Styx River, in charge of the Book of Life and Death. All living beings in the primordial world who have not yet reached the Quasi-Saint level are within the Six Paths. All living beings in heaven and earth, past and present lives, cause and effect, and karmic retribution are all contained within it. Their names are all recorded in the Book of Life and Death."

The words had barely left his lips when, throughout the primordial world, regardless of whether they were demons, humans, or Asuras, anyone whose cultivation level was below Quasi-Saint felt a wisp of true spirit emanate from their body and converge towards the Book of Life and Death.
