Zhang Heng hung up the phone, turned, and left the treatment room. He found a quiet field and tightened his grip on the Poké Ball. He tossed it into the sky. A flash of white light flashed, and Bodangshui suddenly appeared before him. The rich water energy surrounding him made Bodangshui feel comfortable, and his guard was lowered considerably.

Champion-level Pokémon are true kings, possessing immense power and ranging in level from 81 to 90;
Finally, the Quasi-Master and Master-level Pokémon are legendary. Their strength is beyond imagination and corresponds to levels 91-99 and 100 respectively.
For example, the Cyclops Swampert mentioned above has the potential to be a gym-level character, with a maximum potential of 41-50 levels. Currently, he is at level 37, possessing lord-level combat power, but has not yet reached the peak of his strength.
However, his peak is only gym-level, or level 50. So, while talent determines the heights a Pokémon can reach, it doesn't represent its actual combat capabilities. Talent requires time and opportunity to grow and become a talent.
