His voice suddenly rose, filled with cold, unquestionable power:

"Through the destruction of Pennsylvania, we are sending a clear signal to Texas, California, and all those ambitious people who seek to divide this country—"

"—Look carefully! This is what happens when you betray us! This is what happens when you betray the United States!"

"You can demand independence and seek foreign aid. But as long as you dare to take that step, we will not hesitate to turn your homeland into a place of eternal death like Pennsylvania!"

"We would rather destroy this land with our own hands than leave it to traitors like you!"

"I want to see," he said, a cruel arc curling up the corners of his mouth. "By then, will their desire for independence be stronger, or will their fear of their homes being destroyed and becoming nuclear refugees be deeper?"

The office fell into deathly silence again.
