In a special conference room in the heart of the Kremlin, a red star chandelier cast a blood-red glow over a massive oak table. Joseph Joseph stood at the front of the room, his fingers drumming on the tabletop. Beneath his bushy brows, his gaze was sharp as a knife. Around the long table sat the highest-ranking military and political leaders of the Bear State, from marshals to generals, all renowned for their military achievements. The air was thick with the scent of tobacco and an indescribable tension.

"Comrades," Joseph's voice was deep and powerful. Although he was over seventy years old, his awe-inspiring majesty had not diminished in the slightest. "According to our latest intelligence, the Eagle Sauce has betrayed us. Their special envoy, Black, secretly visited the Dragon Kingdom and reached some kind of peace agreement with them."

The conference hall was completely silent, with only a few generals shifting slightly. Finally, it was Marshal Novikov, the Russian Air Force, who broke the silence: "Comrade Joseph Vissarionovich, are you sure this information is reliable? The Americans are always good at deceiving and sowing discord."

Joseph sneered and turned to the world map hanging on the wall. "Comrade Karpov, please show us our evidence."

Karpov, the slender head of the KGB intelligence department, stood up and opened a folder. "Our spies in the White House witnessed Blake's special plane landing in Longguo, and we intercepted some of their communications. The Eagle Sauce is providing large quantities of low-priced food to Longguo, which is obviously intended to establish a new alliance. More importantly," he paused and glanced at everyone present, "none of the military supplies Howell promised to provide us have appeared."

A murmur broke out in the meeting room. Joseph slammed his hand on the table, and the murmur stopped abruptly.

"Comrades, over the past two years, to guard against Dragon Country, we have mobilized a large number of troops to the Far East, pinning fifteen legions firmly to the icy snows of Siberia." Joseph's voice was filled with suppressed anger. "Our economy is on the verge of collapse. Now, in the future, we may have to face the joint suppression of the Eagle Sauce and Dragon Country. If we don't act now, the Bear Country will soon be completely crushed by the two countries, and even torn apart!"

Defense Minister Bulganin, who was sitting at one side of the long table, spoke cautiously: "Comrade Joseph, but we have a traditional friendly relationship with the Dragon Kingdom, although it has been a little cold recently. If we take military action rashly, it may trigger a greater crisis..."

"Friendly relations?" Joseph interrupted him with a sneer, walked over to the world map, and circled the territory of Longguo. "After the J-20 incident two years ago, they made their position clear. Our intelligence shows that Longguo has not only developed advanced military technology, but is also conducting hydrogen bomb research, developing electric vehicles to reduce oil dependence, and even planning a hydroelectric power station in Longxia. All of this shows that they have betrayed the socialist camp and embarked on the path of independence."

Bogdanov, commander of the Red Square Guard, frowned: "Comrade Joseph, even so, the military strength of the Dragon Kingdom should not be underestimated. Their J-20 fighter jets have proved this..."

"That was a single technological breakthrough," Marshal Malinov, who sat to Joseph's right, waved his hand arrogantly. "Our intelligence shows that the number of their so-called 'advanced weapons' is extremely limited. We, on the other hand, possess the world's largest and most powerful tank force and thousands of nuclear warheads."

Joseph nodded and turned to the large battle map in the center. “So, comrades, I have decided that we must strike first!”

He picked up a baton and drew an arc on the map. "We will unite with the Red Front's North Vietnamese Monkey Kingdom and launch a joint attack on Dragon Kingdom." The tip of the baton pointed at Dragon Kingdom's northeast. "Here, Dragon Kingdom's heavy industrial base is concentrated in the northeast, and it's a plain, perfect for our steel torrent advance."

The light from the map illuminated Joseph's features, casting deep shadows beneath his white hair. His eyes gleamed with ambition and determination: "If we can capture the Northeast, or even advance to the Imperial Capital, we can completely disrupt the Dragon Nation's development. More importantly, we'll gain the ice-free port that the Bear Nation has always dreamed of!"

"The First Far Eastern Army is ready to go," said Chief of General Staff Vasilevsky, pointing to an arrow on the map. "They can cross the border within three days. If we can ensure the weather conditions, airborne troops can land at key nodes at the same time and cut off the reinforcement line of Longguo."

"What do our experts on the Dragon Kingdom think?" Joseph turned to a quiet middle-aged man in the corner.

Professor Potapov slowly stood up, his tone hesitant: "Comrade Joseph, I must point out that Dragon Country has a large population and complex terrain. Historically, no foreign army has ever been able to occupy it for a long time..."

"But we are not just any foreign army!" Marshal Malinov interrupted excitedly, "We are the great Red Army! Our T-54 tanks can break through their defenses within three days and control the entire Northeast Plain within a week. Most of the Longguo troops are outdated and poorly trained. Facing our steel torrent, they will only be defeated!"

Potapov wanted to continue speaking, but chose to remain silent under Joseph's cold gaze.

Joseph looked around the conference room, his voice filled with unquestionable determination: "The plan is set. Marshal Malinov will be responsible for the ground offensive, Marshal Novikov will be responsible for air support, and Comrade Karpov will be responsible for intelligence work. We will complete the final pre-war preparations within a week, and then deal a thundering blow to the Dragon Kingdom! The code name of this operation is called - 'Polar Bear's Claw'."

"For the Russian bear!" The generals responded in unison and stood up to salute.

After the meeting, only the elderly Commander Bogdanov remained in the conference room. He slowly walked to the window and gazed into the distance. He had commanded troops against Germany during World War II and witnessed the brutality of countless battlefields firsthand. At this moment, a sense of unease welled up in him. But the order had been given, and the machinery of war was about to begin. Whatever doubts he might have harbored, the polar bear's claws were already raised, ready to strike down the dragon of the East.
