From research and development to prototypes and then to mass production, each step of developing a new aircraft requires a lot of manpower and resources. Doing it this way is simply a huge waste of resources.

The parts are completely different, which will probably drive the supporting parts factories to the brink of collapse. I heard that their army and navy even screw the screws in completely opposite directions, making it impossible for them to be interchangeable.

The Japanese army used the Type 38 rifle, while their navy used a different rifle with different calibers and ammunition. It was utterly ridiculous.
