In the name of the chairman of the "New Asia Peace Promotion Association", he sent people to other places to purchase food, cotton, coal, and medicines for the Japanese army, forcibly lowering prices and even armed robbery. He also took the opportunity to recruit soldiers and disciples.

With the support of the Japanese, he became the leading figure of the Green Gang, and became a thorn in the eyes of the Shancheng faction.
