At this time, the structure of the late Eastern Han Dynasty was divided into thirteen states, namely:

The location of Luoyang was equivalent to the southern part of modern Hebei Province, northwestern Henan Province, southern Shanxi Province and parts of the Weihe Plain in Wenzhou City, Shaanxi Province.

Yuzhou, whose main jurisdiction was in the eastern and southern parts of present-day Henan Province, the eastern part of Henan Province north of the Huai River and east of the Funiu Mountains, northern Anhui Province, the northwestern corner of Jiangsu Province and the southwestern corner of Shandong Province.

Yanzhou, located between the ancient Yellow River and Jishui River, governed an area equivalent to present-day western Shandong, northeastern Henan and southeastern Hebei. It was the smallest of the Thirteen States in the Eastern Han Dynasty.

Xuzhou, whose jurisdiction area is equivalent to the area north of the Yangtze River in Jiangsu and southern Shandong today.

Qingzhou, whose jurisdiction covered an area equivalent to the present-day Shandong Peninsula, was roughly the same size as Yanzhou. The two states of Qing and Yan were equivalent to the entire province of Shandong today.

Liangzhou, whose jurisdiction covered an area equivalent to present-day Gansu, Ningxia Hui Autonomous Region, the Huangshui River Basin in Qinghai, and western Shaanxi.

Bingzhou, whose jurisdiction area is equivalent to the current Shanxi, Inner Mongolia Autonomous Region, Hebei, and parts of Shaanxi, has a total of ninety-eight counties. At this time, Lu Bu was just a county magistrate. If he wanted to change the arrangement of fate and the pattern of military power by his own efforts, it would obviously be a long and arduous journey, with many obstacles and difficulties.

Jizhou, whose jurisdiction covered an area equivalent to present-day central and southern Hebei, western Shandong, and northern Henan.

Youzhou had the largest territory, and its jurisdiction was equivalent to the current Beijing, northern Hebei, Liaoning, Jilin, Heilongjiang, and most of the Korean Peninsula.

Yangzhou, whose jurisdiction area is equivalent to the area south of the Huaihe River in Anhui and the Yangtze River in Jiangsu, as well as the three provinces of Jiangxi, Zhejiang and Fujian, also includes parts of eastern Hubei and southeastern Henan (Yangzhou is the hometown and base of Sun Jian, Sun Ce and Sun Quan in Jiangdong).

Jingzhou, whose jurisdiction area is equivalent to most of Hubei and Hunan and a small part of Henan, Guizhou, Guangdong, Guangxi and other provinces. Jingzhou is equivalent to the Central Plains in the south, and is also a battleground for military strategists to establish their own kingdoms.

Yizhou, whose jurisdiction was equivalent to present-day Sichuan, Chongqing, Yunnan, most of Guizhou and a small part of Shaanxi, Gansu and Hubei, was often the area where officials and criminals were exiled during prosperous times.

Jiaozhou, whose jurisdiction covered an area equivalent to present-day Guangdong, Guangxi and part of Vietnam, was relatively remote in the late Eastern Han Dynasty, far away from political and civilization centers. It was a place where officials and criminals were exiled more than 3,000 miles away.

The establishment of these thirteen states was based on the geographical and political needs of the time. Each state had several counties, which were equivalent to the current prefecture-level cities or regions. For example, Yuzhou had six counties, including Yingchuan County and Runan County; Bingzhou included Shangdang County, Taiyuan County, Wuyuan County, and nine other counties. Jiaozhou was governed by Panyu and governed seven counties, including Nanhai County, Jiaozhi County, Jiuzhen County, and Rinan County. It was equivalent to most of Guangdong and Guangxi today and central and northern Vietnam. In addition to the establishment of states and counties, the seat of government (provincial capital) of each state was also very different from the modern one. For example, the seat of government of Jizhou was in Ye County (now southwest of Linzhang County, Hebei), the seat of government of Qingzhou was in Linzi (now north of Linzi, Zibo City, Shandong Province), and so on.
