Chapter 163: Division of Households
For a period of time after Kudan's wedding, the territory of Aix entered a period of relative stability.
After the autumn harvest of that year, the leaders who had some free time conducted a thorough statistics of the territory, which was considered a comprehensive calculation of the territory's strength.
According to this statistics, the total population of the territory is now more than 22,000 people. Excluding 1,500 prisoners of various types, there are a total of more than 5,100 households.
This does not include the population dependent on the nobles and the Yakuts headed by Nikolai, who are nominally dependent on the territory. They have about a dozen tribes based on surnames, with a total population of about 1,500.
During the long winter, Eks allows these Yakut people to migrate to the snowfields near the territory to herd reindeer, hunt and fish, and then migrate to the tundra in the spring.
Aix did not collect any taxes from them, but only required them to provide about 120 Yakut sharpshooters every year, and these people were paid, with relatively generous treatment and the same treatment as the territory soldiers. Now the excellent archers of each tribe were proud to be selected as the territory's sharpshooters.
This was not the most important thing. What attracted them the most was the abundant and relatively cheap goods in the territory, as well as the almost heavenly life in Tangquan Fortress. Aix also specifically instructed the business to give preferential prices to the Yakuts and not to cheat them.
Every winter, the rooms in the fortress's hot spring club would be fully booked by the tribal chiefs and outstanding hunters. When ordinary tribesmen had free time, they also liked to drive sleds in groups to the taverns and theaters in the territory to relax. The surplus brought by trade with the territory was basically spent in the territory.
After statistics of the territory, Aix, based on previous experience, set up administrative divisions of two cities and Kudan City, Tangquan Fortress, and two counties and Shules County and Tismo County, with ten households as a group, five groups as a village, five villages as a town, and five towns as a county.
Village heads and group leaders are usually retired disabled veterans, people who have made contributions to the territory, or people of high moral character and prestige.
The territory's salaried administrative staff only went to the town level, where there was a mayor, a militia captain, and a clerk.
The counties above this level mainly have one county governor, two deputy county governors, one chief judge, one deputy judge, one militia chief, one deputy chief, one logistics chief, three clerks, and some temporary non-staff staff.
After dividing the administrative regions and setting up the organizational structure, Aix divided all its subjects into households.
In fact, this idea had been brewing in Aix's mind for a long time, but the population of the territory was small in the early days. Since many of them were slaves obtained through various channels, there were a lot of bachelors and it was impossible to form a real family.
In the early days, the territory's infrastructure and material reserves were insufficient, various production relations were not yet fixed, and many people did not have the habit or means to actively engage in labor. If they were divided into households directly, each person would take care of himself, and it was possible that not everyone could be taken care of, resulting in many people starving to death or freezing to death.
There is no other way but to implement overall planning, where everyone eats from the same pot, lives together, works together, and develops work habits together.
The main purpose is to enable the subjects to find more places to obtain the necessities of life through this organized labor and the gradual unlocking of various channels for obtaining labor remuneration, gradually adapt to the labor relations of large-scale socialized production, learn and exercise labor skills under such relations, and understand how to obtain labor remuneration and survival materials under such labor relations.
In addition, the territory has been in a turbulent environment, with numerous affairs to deal with. The leaders are busy and have no time to deal with these things.
Now all measures and systems are in place. After more than two years of training and deliberate education and guidance, the subjects have generally adapted to the new social production relations of the territory. Only today has Aix begun to implement the household separation system.
Now, as a qualified vassal family, they have learned how to farm and take care of livestock. During the slack season, they will take the initiative to go to the government office in the town to inquire about available work, or simply look for territorial or private recruitment notices in the government affairs column outside the government office.
There are also urban residents who have separated themselves from agricultural production and survived on long-term employment relationships, as well as some administrative personnel who survive on wages distributed from their territory, and employees of units whose wages are distributed collectively.
Of course, these people also have their own farmland. Who doesn’t want to own their own farmland these days?
At the same time, the territory stipulates that every adult can apply for a personal share of five to a maximum of ten acres in the territory. Apart from the tax of one tenth of the tax, there are no additional taxes on the land. This makes it possible to obtain considerable harvests from farming. Those citizens who are almost out of production can rent the land to others for farming and get a share of the income.
After the administrative divisions and household divisions were completed, Aix decided to enfeoff the leaders. Although Aix from the original world had a better social system, the mainstream of this world was the feudal system, which was mainly limited by the productivity level and social habits of this era.
What do the brothers want from following you? Apart from the salary and rewards, isn't it just to get a title and a son? If these expectations are not met, it will easily dampen the enthusiasm of the leaders and the ambitious people, and it will not be conducive to attracting outstanding talents from outside.
After nearly a week of discussion, assessment and division with the chiefs, Aix finally got a list of fiefs in his hand. The list contained information such as the amount of fiefs for the chiefs, the territories, etc. After Aix made slight modifications according to his own wishes, he dripped wax on the list and marked it with his own seal.
The list of enfeoffment specifically includes:
Sir Bandak was granted 300 households of subjects in Tangquan Fortress;
Sir Atiman was granted 300 households of people in Tangquan Fortress;
Sir Fatis, to Asloum two hundred and eighty households;
Sir Ranhu gave Hanun two hundred and eighty households.
Sir Desevi, to give the city of Kudan two hundred and sixty households;
Sir Manideh was given 260 households of subjects in Kudan;
Sir James, the fortress of Tangquan was given 260 households;
Sir Resarit, to give Shules two hundred and sixty households;
Sir Catherine, the fief of 200 households of Tangquan Fortress;
Sir Li Da was granted 200 households of people in Kudan City;
Lord Zhang Ping granted Shules 150 households of subjects;
Lord Liu Tang granted Tismo 150 households of subjects;
Lord Nia, gave Shules one hundred and fifty households;
Lord Robin Hood, gave Tismo one hundred and fifty households;
Lord Igor, enfeoffed fifty households of people in Tangquan Fortress;
Lord Shermi was granted three villages and fifty households.
In addition to these people, there are also some people who have shown bravery in battles and made outstanding contributions to the territory through innovations in production technology. These people were appointed as honorary subjects and enjoyed fiefdoms ranging from a minimum of five households to less than fifty households.
As for the fiefs of Tsuna, Chris, Sophia and other women, they are all under the name of Axe and are not on this list.
Moreover, these newly-appointed lords and nobles did not have much feudal power. The subjects only provided them with territory taxes and simple labor, and did not provide military service or other additional payments. The territory army was a system independent of the administration.
Aix also requires the people under their jurisdiction to pay a maximum of 20% tax, and compared to the taxes on the territory's farmland, they really don't care. Most of their income comes from various job salaries and subsidies received from the territory, which are their important source of income.
