Deputy Minister Yu of the Chinese government's Ministry of Military Affairs also holds a PhD from Harvard University in the United States. He has heard Einstein lecture on the theory of relativity and studied "ballistics" in Germany. He is one of the few physics experts in China.
Yu, Deputy Minister of the Military and Political Department of the Huaxia Government, believed that although China was currently poor and backward, it had a vast territory and abundant resources, and was home to a wealth of talented people, and was fully capable of completing China's own "Manhattan Project."
In November 1945, after receiving orders from the highest levels of the Chinese government, Minister of Military Affairs Chen and Deputy Minister of Military Affairs Yu began to think about establishing China's national defense technology.
In June 1946, Yu, Deputy Minister of the Ministry of Military Affairs of the Chinese government, brought together physicists and chemists such as Wu Dayou, Zheng Huachi, and Zeng Zhaolun to form an eleven-member "Atomic Energy Research Committee" and secretly launched China's atomic bomb research program. The top level of the Chinese government also allocated a special fund of 500,000 yuan to the "Atomic Energy Research Committee."
When Wu Dayou, a professor of physics at Southwest Associated University, was invited by Zeng Zhaolun to discuss China's independent development of atomic bombs with Hua Luogeng in Shancheng, Wu Dayou believed that China's current national defense science had no foundation and that international advanced technology could not be achieved overnight. He believed that if the Chinese government wanted to develop atomic bombs on its own, it could only start by cultivating talent.
Minister of the Chinese Military and Political Department, Chen Changguan, and Deputy Minister of the Chinese Military and Political Department, Yu, also agreed to the suggestion put forward by Wu Dayou and decided that the Chinese Military and Political Department would send young Chinese scientists to the United States to study the latest atomic physics technology, and then return to China to participate in China's own atomic bomb development plan.
Yu, Deputy Minister of the Military and Political Department of the Chinese government, was responsible for contacting Southwest Associated University to hire Wu Dayou, Zeng Zhaolun and Hua Luogeng. These three people would then select and lead two outstanding young students in physics, chemistry and mathematics as assistants, and planned to go to the United States to study for two years.
The two assistants recommended by physics expert Wu Dayou were Li Zhengdao and Zhu Guangya, chemistry expert Zeng Zhaolun recommended Tang Aoqing and Wang Rui, and mathematics expert Hua Luogeng recommended Sun Benwang. Later, this team was joined by Xu Xianxiu, a mathematics student who was already in the United States. All of these people were paid for two years by the Military and Political Department of the Chinese government. Among them, the three professors and experts received US$400 each per month, and the five students received slightly less.
The plan of Yu, Deputy Minister of the Military and Political Department of the Chinese Government, is to send a group of young scientists to the United States to study atomic physics. After these young scientists return to China after completing their studies, they can participate in the plan to manufacture China's own atomic bomb. At the same time, the top level of the Chinese government also agreed to the atomic bomb expert training plan proposed by Yu, Deputy Minister of the Military and Political Department of the Chinese Government.
Deputy Minister Yu of the Ministry of Military and Political Affairs of the Chinese Government selected young scholars such as Zhu Guangya, Li Zhengdao, Wang Ruizhe, and Xu Xianxiu, and in 1946, Deputy Minister Yu of the Ministry of Military and Political Affairs of the Chinese Government personally led these young scholars to the United States. Thus, the first step of China's "Seed Plan" to manufacture its own atomic bomb was taken.
When the top level of the Chinese government was preparing to start manufacturing China's own atomic bomb, Commander Li also submitted a secret report to the top level of the Chinese government. In this secret report, Commander Li reported that during the war between China and Japan, the Japanese government had sent a group of technicians to Zhangjiakou, China, and obtained a batch of raw materials for making atomic bombs from Zhangjiakou.
At the same time, these technicians sent by the Japanese government also explored the mineral resources in Chahar and Suiyuan in China. Finally, these technicians sent by the Japanese government even found a mine site that could produce six tons of atomic bomb raw materials annually. Therefore, Commander Li suggested using these Japanese government experts to develop atomic bombs for China.
Because the conflict between the top leaders of the Chinese government and Chief Li is very deep, they are very wary of Chief Li. Although they agreed with Chief Li's suggestions in the secret report, they gave this task to Director Dai.
Director Dai did not dare to neglect the order after receiving it from the highest level of the Chinese government. After a detailed investigation, Director Dai learned that the Japanese government had imported an atom splitter from the United States in the name of academic research long before the war with the United States, and appointed a physicist named Nishino to develop Japan's atomic bomb. After Japan's defeat, Nishino's research results were burned. Therefore, Director Dai felt that he should quickly send someone to control this Japanese physicist named Nishino.
Afterwards, although Director Dai died suddenly in a plane crash, this secret work did not stop. In June 1946, Lu Wenzhen, Chief of Staff of the 11th War Zone of the Chinese government, found Nishino, a Japanese physicist responsible for the development of the atomic bomb, and confirmed that Japan had collected nearly five kilograms of uranium raw materials in China to develop atomic bombs, and these five kilograms of uranium raw materials were stored in the arsenal of the Japanese army stationed in North China.
However, Nishino, the Japanese physicist in charge of developing the atomic bomb, was extremely stubborn and explicitly refused to help China develop the atomic bomb. Moreover, Nishino, the Japanese physicist in charge of developing the atomic bomb, committed suicide shortly after being found by Lu Wenzhen.
Among the six young people selected by the Chinese government's "Seed Plan", Tsung-Dao Lee was the most eye-catching. At that time, Lee was less than 20 years old and was only a sophomore student in the Department of Physics at Southwest Associated University.
However, such a sophomore university student was selected by Professor Wu Dayou, the director of the Department of Physics at Southwest Associated University, to study atomic technology in the United States.
