Secondly, Riften's position in the civil war is questionable. As an ally of Ulfric, Riften's lord, Lyra the Spellbinder, should have known that the Stormcloaks were going to attack Falkreath. Of course, this might just be Ulfric informing her out of courtesy, and she probably got the news later than Tullius. Lyra's rule in Riften is very weak, and it is under the control of the Blackthorn family, but no matter who is actually in power in Riften, it is unlikely that they will be indifferent to the heavy troops that are about to pass through the territory.
