The First Center: Tiance Mansion - the cornerstone of the empire, the parents of all people

It has four divisions under its jurisdiction:

The Ministry of Ceremonial Affairs: Responsible for formulating various ceremonies and sacrificial rituals for the empire. Dong Zhongshu was appointed as the Minister of Rites.

Department of Culture and Education: Responsible for promoting the official culture of the Qin Dynasty and educating the people. Han Feizi was appointed as the Minister of Justice.

The External Relations Department was responsible for diplomacy and negotiations with unconquered civilizations. Su Qin appointed him as the Chief Justice.

Fusion Department: Specializes in researching how to integrate the technology, magic, Shintoism, and other cultures of newly conquered worlds for the benefit of Qin. Zhuge Liang appointed him as the Chief Justice.

4. Ministry of Works (Chief: Deputy Minister Zhang Juzheng)

Function: Responsible for all engineering construction, scientific research and development, and artisan management of the Empire. It is the Empire's "engineering team."

It has four divisions under its jurisdiction:

Construction Department: Responsible for building palaces, cities, and trans-world passages. Lu Ban was appointed as the Chief.

The Ordnance Department was responsible for the research, development, and manufacture of various weapons of war. Mozi was appointed as the Chief Justice.

Water Conservancy Department: Responsible for water conservancy projects in various worlds. Li Bing appointed him as the Chief

The Department of Strange Technology: Specializes in studying unique technologies and items captured from various worlds. Xu Guangqi was appointed Director.

1. Tianjiyuan (Chief Officer: Liu Bowen)

It has three halls under its jurisdiction:
