If Venom is so powerful, why did it hide when Peter's original consciousness returned?

Peter had just carefully searched his body but found no trace of the venom.

He turned and waved to Betty before jumping out of the window.

Betty ran to the window, her eyes fixed on the direction Peter had left, only to find that in the blink of an eye, Peter had vanished from sight.

Later, this department also participated in the cleanup of the wreckage at S.H.I.E.L.D. headquarters and the aftermath of Ultron's attack on Sokovia.

Adrian Tooms and his team, who were previously captured by Peter, used many of the items they secretly "borrowed" from materials transported back by the Damage Control Department when they were cleaning up these areas.
