As for Frank impersonating Brock Rumlow, he had heard the name before when Li Wei mentioned Hydra.

"Wait a moment, sir!" The two Hydra soldiers exchanged a glance, and then one of them went to the hidden sentry post by the gate and started making a phone call.

He was clearly speaking with the management personnel inside the base.
