To Milo's slight surprise, just after the four of them had finished their meal, a man with heavy silver-rimmed glasses perched on his nose walked into the restaurant.
His appearance was not outstanding. His facial features, bone structure, and skin were far from handsome. In fact, his hairstyle and beard hinted at his unstable lifestyle and somewhat slovenly appearance. However, his clothes were generally neat, just a bit too plain. He was dressed in black and gray, which made his figure not stand out at all in the restaurant hall crowded with law enforcement officers.
This man is Carter Garnier.
An intellectual who, in Milo's view, can truly be considered an intellectual.
Carter had once told Milo that he really liked the food at Mrs. Up's restaurant, but Milo just took it as a way of getting on the good side of a law enforcement officer. He never expected that the guy would actually go all the way here to eat.
“Mr. Valrocan, it’s good to see you again.”
Carter first complained to Milo because Milo had ignored his invitation to the opera house's completion celebration, which he had sent long ago. That's true, but in reality, on the day the opera house was finally completed, Carter, as the chief designer, did not show up but chose to stay in his studio to continue working on his other design creations.

“I can trade you some liquor.” Carter pulled a portable flask from his pocket.

Overall, the dinner went fairly well.
Carter's charm lies in his lack of academic airs and his refusal to engage in the pretentious mystification of that class. This is evident in his ability to get along well with a room full of armed law enforcement officers despite being an architect. Yet, he also maintains a certain distance from everyone and avoids becoming overly familiar or close to anyone.
He didn't even sit down at the same table with Milo for dinner, but instead packed up his own and hurriedly returned to the studio.

"Is this the person who spent half of the budget for training new recruits in the local law enforcement system?"
“Half? No, no, seventy percent.” Milo gestured.
“You seem to take it all in stride,” Rebecca said casually.
“With fewer new recruits, the responsibilities of each current law enforcement officer have become heavier, but they’re not entirely unreasonable. After all, our salaries have all increased,” Milo shrugged.
“It’s not just that there are fewer new recruits, but this wave of newbies hasn’t even received any onboarding training. Have you heard about the incident this month where a new recruit at the West City Law Enforcement Station accidentally killed his teammate while on duty?” Rebecca sighed.
“Of course I’ve heard about it.” Milo shrugged. “But at least the new recruits in our institute aren’t that stupid.”
“Enid is alright,” Rebecca nodded. “It’s just that her background is too sensitive.”
"But there are still the city guards, right? The guards have been reorganized for about a year, so they should have improved a bit by now," Milo muttered.
"City guards?" Rebecca's eyes clearly expressed her attitude towards those scoundrels.
"You don't expect them to be of any help, do you?"
"Well, at least there are still some people here who can get things done."
Milo shrugged, recalling the warriors who blocked the gate on the night of the hunt.

Meanwhile, on a dark country road outside the city, a black carriage was calmly lying across the middle of the road.
The carriage had clearly overturned, but the horses were not startled and were quietly grazing on the wild grass nearby.
The carriage was completely silent, with only the wheels still rolling due to inertia.

What disturbed Milo was that the missing persons were all students of Jodingham College, and they were the same kids who had been beaten up by Finn at the college gate yesterday evening.
As soon as Milo got the information, he turned around and went upstairs to Rebecca's office.
"Could it really be such a coincidence?"
He closed the office door and found that Rebecca also had a furrowed brow, holding the same case files as Milo.
"I've already sent Butch to lead a team to gather information."
Rebecca rubbed her temples and looked up at Milo:
"Their routes and times home after leaving school have been preliminarily determined. My question is, is this related to the missing persons cases you've been investigating?"
"Those unsolved cases that old Theon investigated before?" Milo shook his head: "I can't be sure yet. Those missing persons cases were never definitively classified, so it's too early to lump them together."
