A new navy?
Having just been resurrected, Golden Lion Shiki has not yet figured out the details of his current situation, but he has already gleaned a lot of information from his memories of Kizaru and their recent conversation.

The golden lion didn't speak, but his raised head and proud expression proved his attitude; he truly believed he had simply lost to fate.

Kizaru chuckled, "Do you think the World Government's strongest force is just those few admirals in the Navy? Or CP0, who protects the Holy Land? Do you really understand the World Government's true strength? The Five Elders, who possess immortality and whose power surpasses that of the admirals; the Knights of God, born from among the Celestial Dragons; and that being who sits on the throne, truly ruling this world in the darkness unknown to anyone—do you understand her strength?"

Golden Lion was slightly startled. He knew something about the latter part of Kizaru's story, about the Five Elders and the Knights of God, since he had participated in the God Valley Incident that changed the world's landscape. However, he knew nothing about the last person mentioned by Kizaru.

However, Kizaru's words reminded him of information once revealed by his former captain, Rocks D. Xebec: the true strength of the World Government was far beyond the powerful figures they had seen; its true strength had never been revealed.

Is the real power that Rocks mentioned the behind-the-scenes ruler mentioned in Kizaru's words?

That bastard, why didn't he explain himself clearly!
Not wanting to appear intimidated in front of the young man, the Golden Lion feigned composure and said, "It seems you do know quite a lot."

Kizaru nodded slightly, acknowledging the answer. "Is that so? Then let's invite your old captain up for a chat sometime! I think the Navy will be overjoyed to see Rocks resurrected!"

"Your personality is really awful. If Rocks were still alive, he would like you. He might even pester you to join his pirate crew. That guy has always been so domineering." Golden Lion seemed to be imagining that scene as well, and a smile returned to his face.

"Tell me? That sounds terrifying. I'll meet him sometime." Although Kizaru said he was scared, his calm expression revealed his confidence.

Recalling the terrifying aura that Kizaru had just displayed, Shiki was also curious about who had more domineering Conqueror's Haki between Kizaru and Rocks.

"Alright! Then keep winning! Lions don't submit; they only obey the stronger." The Golden Lion expressed his attitude.

"Submission? Loyalty? I've never believed in those things. I've gotten to where I am today not by relying on anyone's followers, but by defeating everyone!" Kizaru said directly and without any embellishment.

Inside the room, Zephyr's expression changed slightly at Kizaru's words, while Orochimaru remained as calm as ever. In his opinion, Kizaru was right. He had personally witnessed Kizaru's rise to power. This junior brother had defeated everyone since he was six years old and eventually established the Land of Light.

If the democracy and equality advocated by the Land of Light, and the benevolence and morality that people talk about, are because Kizaru, who has defeated everyone, wants them, then everyone is gladly obedient and compliant.

All the ninja villages outside of Konoha should be grateful that Kizaru is a lazy but ambitious guy, otherwise their old-timers would have no chance to reminisce about the past.

"Hahaha! I'm starting to like you a little, you brat named Kizaru." Shiki laughed even louder.

Kizaru shook his head, maintaining his smile, and said, "I don't need your liking, you pack of wolves. I prefer your fear to your liking and loyalty."

After Kizaru finished speaking, he gave Orochimaru a knowing look. Orochimaru began to form hand seals, while Shiki did not resist. He simply stared at Kizaru with a smile that had not yet faded, as if he wanted to remember Kizaru's face firmly.

Orochimaru sent Shiki back to his coffin to sleep, then dispelled the summoning and sat back down in his seat.

Kizaru then looked at Zephyr beside him with a kind smile and said, "Admiral Zephyr, you don't need to take some of what I just said to heart. Regarding the construction of the new Navy, I have always maintained my original stance: the Land of Light needs a team with faith, firm beliefs, and purity of heart! And looking across this vast ocean, I only believe that you can cultivate such an army."

Zephyr nodded heavily, feeling the weight on his shoulders; Kizaru's words had just served as a reminder.

Whether it's the Land of Light or this vast ocean, it's ultimately a world where strength reigns supreme. Kizaru was able to establish the beautiful kingdom he described not because everyone agreed with his ideas, but because he used his strength to subdue everyone.

Such power is indeed formidable, but it is not a sustainable solution. He must build a strong army with its own thoughts and principles to protect and maintain the nation that Kizaru has established and the ideology he promotes. This will become one of the pillars for suppressing ambitious individuals after everyone grows old.

“I will do it, and I must do it for the sake of the countless civilians on the high seas,” Zephyr said firmly.
